Create a QR code from a proposal website link. 

Helper - Start {{#qrcode}} End {{/qrcode}}

This needs to be wrapped around the URL, and this URL will change to a QR code on merge. 

Field - agency.webSite 

This field is the URL for the agency website

Field - proposal.publicId

This field is the URL for the advertised property advert
